The OahuMPO is soliciting comments
on establishing the City and County
of Honolulu as the
designated recipient for Job Access and Reverse Commute (JARC) Program and New
Freedom Program funds. Comments on this action

This designation will allow the City and County of Honolulu
to apply for federal funds under the JARC Program and New Freedom Program. JARC funds are used for local programs that
offer job access and reverse commute services.
Transportation is provided to low-income individuals who may live in the
city core and work in suburban locations.
New Freedom funds are used to encourage services and facility
improvements to address the transportation needs of persons with disabilities
that go beyond those required by the Americans with Disabilities Act. The associated funds can be used by the
designated recipient or sub-recipients such as private-non-profit
organizations, state or local governmental authority, or public or private operators
of public transportation services.
The designated recipient must be a public body. The recipient will be responsible for such
tasks as conducting the competitive selection process, awarding grants to
sub-recipients, and managing grant distribution activities. A
