ABOUT THE OahuMPO PARTICIPATION PLAN (OPP)
The Participation Plan of the OahuMPO has been developed to help interested parties, including members of the public and affected organizations, as well as government agencies, understand:

The transportation planning process results in plans and programs that provide direction to the development of our surface transportation system. Although the OahuMPO programs federal funding of many of the City and State transportation projects, the OahuMPO neither designs nor constructs these projects. As such, the Participation Plan focuses on those aspects and areas of transportation planning that fall within the OahuMPO’s purview.
The Participation Plan has been developed to ensure compliance with the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) legislation. Under SAFETEA-LU, metropolitan planning organizations are required to develop a participation plan that documents a process for providing interested parties with reasonable opportunities to be involved in the metropolitan planning process.
The
Participation Plan includes policies that ensure early and continuing public
involvement in transportation planning and decision-making processes of the
OahuMPO. Public involvement is important to the OahuMPO, since it allows
