The Oahu Metropolitan Planning Organization (OahuMPO) is soliciting Statements of Qualifications (SOQs) from qualified firms to convert the current OahuMPO travel forecasting model to a Windows-based program and convert the highway and transit networks to conform to a standard Geographic Information System-based coordinate system.

Statements of Qualifications

Written Statements of Qualifications (SOQ) must be received by the OahuMPO no later than 3:00 p.m., Hawaii Standard Time, on Friday, November 17, 2006.  SOQs should be mailed or delivered to:

No facsimile or e-mail submittals will be accepted.  Postmarks will not be accepted in lieu of this requirement.

 

Questions

All questions relating to the RFQ must be received in writing via mail, facsimile (587-2018), or hand-delivery no later than 3:00 p.m., Hawaii Standard Time, on Monday, November 6, 2006.  All responses and all timely questions received concerning this RFQ will be posted on this webpage at least 3 days prior to the SOQ due date.

Question #1

Task 1 is for Software Selection.  Does this rule out software developers from submitting for this proposal with their own software?  The software developers probably have the best knowledge of their software and the conversion process.

 

Answer:

Software developers are not prohibited from submitting a Statement of Qualifications.

 

 

Question #2

Would you entertain a software demonstration before the selection if you will accept proposals from software developers?

 

Answer: 

No; the Consultant’s Statement of Qualifications should contain sufficient information to enable the OahuMPO to fully evaluate and determine the Consultant’s capability to comply with (i.e., meet or exceed) all the requirements identified in the Request for Qualifications.

 

 

Question #3

Have you any preferences for any software that you have seen?

 

Answer: 

The OahuMPO is looking for software that best suits our needs.  We expect the Consultant to evaluate the capabilities of the various software packages and make a recommendation to the OahuMPO.

 

 

Question #4

There are “reasonability” checks in the scope of work.  Will OahuMPO provide the data for these comparisons?  Should this data be collected as part of the project by the contractor?

 

Answer: 

Reasonability checks would be based on existing data.
