ABOUT THE OWP

The OWP serves as the key management tool for monitoring State and City transportation activities on Oahu. It describes transportation-related planning studies to be conducted in a given year. The OWP defines project objectives and tasks and identifies budgetary and staff requirements needed to carry out the projects. In addressing current transportation issues and problems, the OWP responds to local planning requirements, federal transportation priorities, and federal requirements. The OWP also includes land use studies as they relate to transportation needs.

A draft OWP is prepared each winter and submitted for review in March. After considerable review and revision by citizens and Federal and local agencies, a final OWP is adopted in late spring for the next fiscal year.


OWP NEWS

The Oahu Metropolitan Planning Organization (OahuMPO) is now soliciting comments on the draft Overall Work Program (OWP) for Fiscal Year (FY) 2009 – which covers the period between July 1, 2008 and June 30, 2009, inclusive. It includes seventeen new or continuing planning studies, with a combined budget of $5,102,000.

The OWP identifies transportation-related planning studies (called work elements) as part of the metropolitan planning process. Many of these studies are conducted in order to ensure compliance with Federal metropolitan planning regulations (e.g., development of the Transportation Improvement Program). Other studies – addressing current local transportation issues, problems, and priorities facing City and State agencies – are also included in the OWP.

OWP planning studies are conducted by City agencies, State agencies, or the OahuMPO through in-house staff or by a consultant. While federal funding is available for these studies, a twenty percent local match must be provided by the agency conducting the study.

All of the planning studies identified in the OWP receive funding assistance from the United States Department of Transportation through either the Federal Highway Administration (FHWA) or the Federal Transit Administration (FTA), or a combination of FHWA and FTA funds. That funding is matched with non-Federal funds provided by the State of Hawaii and/or the City and County of Honolulu. The OWP has been prepared in accordance with the Federal Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) and with FHWA and FTA grant application requirements and planning emphasis areas.

The OWP is intended to serve two purposes. The first is to provide information to government officials, local communities, and the general public about all surface-transportation planning projects being undertaken on Oahu. The second is to provide complete budget information to Federal, State, and City officials about the expenditure of Federal funds for those projects being carried out by the OahuMPO and its participating agencies.
