2007

Public Review of the Draft FY 2008 OWP

The Draft FY 2008 OWP, which includes the new work elements, along with the introductory material that will be included in the FY 2008 OWP (Sections I and II) is available for public review and comment.

Comments on the work elements in Section II should be sent to the OahuMPO office by no later than Monday, April 2, 2007. Comments may be sent to the OMPO office by mail, e-mail, or fax:

It is anticipated that the OahuMPO Policy Committee will act on the OWP in May or June 2007. You may also present testimony at that Policy Committee meeting.

Call for Projects FY 2008 OWP

The Oahu MPO is now soliciting ideas for work elements for inclusion in the FY 2008 Overall Work Program (OWP). Work elements proposed by the public will be considered by the Oahu MPO Policy Committee to be forwarded to the appropriate agency for their further consideration. If you wish to propose a work element, please complete the form and return it to the Oahu MPO office by November 10, 2006.

Although public input for the OWP focuses primarily on the review of the draft document, anyone can propose work elements. Since the agency being asked to conduct the study must agree to do the study and a commitment to secure the local match must be made, it is not always easy to include new work elements through this route. OMPO is now soliciting work element proposals for inclusion into the FY 2007 Overall Work Program. The deadline for proposals is November 30, 2005

The OWP identifies transportation-related planning studies (called work elements) undertaken by City and State agencies as part of the metropolitan planning process. Many of these studies are conducted in order to ensure compliance with federal metropolitan planning regulations (e.g., development of the Transportation Improvement Program). Other studies included in the OWP address current local transportation issues, problems, and priorities facing City and State agencies.

Although public input for the OWP focuses primarily on the review of the draft document, the public can propose work elements. Please keep in mind that planning studies are conducted by City agencies, State agencies, and/or OMPO through in-house staff or by a consultant. Therefore, while federal funding is available for studies, a twenty percent local match must be provided by the agency conducting a particular study. This means that the agency being asked to conduct the study must not only agree to do the study, but must also commit to secure the local match.

It is not always easy to include new work elements through this route. However, if you wish to propose a work element, please fill out the OWP form and submit it to OMPO by November 30, 2005. OMPO will begin the process by forwarding your suggested work element to the appropriate agency for their consideration. Once your proposal is forwarded, you may follow-up directly with the appropriate agency.

The Draft FY 2006 Overall Work Program is available for public review. The deadline for comments is April 1, 2005.

The OWP describes transportation-related planning studies to be conducted in FY 2006 by OMPO and its participating agencies. These studies, which are typically funded with federal and local monies, include activities required to fulfill transportation-planning requirements or to guide city/state transportation development. Work Elements for FY 2006 are found in Section II. The work elements in Sections III and IV were previously approved.

OWP Amendment #1 is available for public review and was mailed to the OMPO Citizen Advisory Committee on September 16, 2004.

Two amendments regarding the Congestion Management System work elements W.E. 201.01-01 Investigation of Intelligent Transportation System (ITS) technology for Use in Collecting Congestion Management System (CMS) Data [This copy of amended Work Element 201.01-01 replaces the version originally posted April 23, 2004] and W.E. 201.30-03 Demonstration of ITS Technology for Use in Collecting CMS Data were approved by the Policy Committee at its March 23 meeting.

The  amendment for W.E. 201.01-01  deleted a consultant contract and tasks associated with that contract. The consultant work has been replaced with study results already conducted by other states. For W.E. 201.30-03, an outside contractor was added to assist the DOT in implementing a demonstration of the ITS technology identified in W.E. 201.01-01.
