ABOUT THE TIP

The Oahu TIP describes and prioritizes the surface transportation programs and projects that the OahuMPO Policy Committee has selected for implementation during the program period. The TIP is the adopted list of public transit, highway, bicycle, and pedestrian projects that will receive federal transportation funds in the near future. The TIP needs to be financially constrained; that is, there must be a reasonable expectation that projects that are identified will have the necessary federal and local funding. Projects identified in the TIP must be consistent with the Oahu Regional Transportation Plan. The TIP is adopted by the OahuMPO Policy Committee and sent to the Governor for approval. Upon approval, the TIP is incorporated as the Oahu element of the Statewide TIP (STIP).

Revision #1 (Pre-approved Administrative Modification):   This revision consists of minor actions that have been pre-approved by the OahuMPO Policy Committee.

Revision #2 (Expedited Administrative Modification)to the FYs 2008-2011 TIP was approved by the Policy Committee at its meeting on January 7, 2008. The Governor's designee approved TIP Revision #2 on January 22, 2008.

Revision #3 (Amendment):  to the FYs 2008-2011 TIP was approved by the Policy Committee at its meeting on January 7, 2008. The Governor's designee approved TIP Revision #3 on January 22, 2008.

Revision #4 (Expedited Administrative Modification): 
This revision consists of minor actions that require OahuMPO Policy Committee approval but do not require prior approval by the Technical Advisory Committee or solicitation of public comment. The actions in Revision #4 would normally be considered pre-approved actions. However, they are considered “expedited” in this case because they collectively reduce the sum of regular formula Federal Highway Administration funds programmed for Oahu.

TIP REVISIONS
(Currently undergoing public review)

Revision #5 (Amendment):  This revision identifies six new projects, deletes seven projects, and revises a number of other projects. Public review of this Amendment is currently underway. Comments may be mailed, faxed, or emailed to the OahuMPO no later than July 2, 2008.

The TIP public involvement process, as outlined in the Federal Highway Administration/Federal Transit Administration metropolitan transportation planning regulations, is being used to satisfy the program-of-projects requirements of the Federal Transit Administration’s Urbanized Area Formula Program.

Revision #6 (Amendment)
As documented in Chapter 10 of the TIP, the Policy Committee established administrative provisions in order to ensure timely implementation and oversight of the TIP. Changes are proposed to these procedures in order to streamline the TIP revision process. The substantive changes are highlighted in the draft. Comments may be mailed, faxed, or emailed to the OahuMPO no later than July 2, 2008.

Annual Listing of Obligated TIP Projects as of September 30, 2007:  This report documents the status of projects in the FYs 2006-2008 TIP that were programmed in federal FY 2007.  The report also contains a list of projects that were programmed prior to FY 2007, but received additional obligations in FY 2007.  Details on federal funds programmed for the projects in subsequent years are contained in the FYs 2008-2011 TIP.

The FYs 2008-2011 TIP was approved by the OahuMPO Policy Committee on July 17, 2007 and the Governor's designee on July 24, 2007.

 

FYs 2008-2011 TIP

The FYs 2008-2011 TIP covers a period of four years (FYs 2008-2011) and contains two additional years (FYs 2012 and 2013) for information only. The TIP will be updated at least every three years, and revised as needed.

The FYs 2008-2011 TIP was approved by the OahuMPO Policy Committee on July 17, 2007 and the Governor's designee on July 24, 2007.
