·         Posted April 21, 2004: Draft Amendment #5 to the FYs 2004-2006 TIP is available for review and comment.   Comments due May 20, 2004.

·         Posted March 25, 2004: The Policy Committee endorsed the revised Transportation Enhancement Program for Oahu on March 23, 2004.

·         Posted March 25, 2004: The CAC welcomes four new members.

·         Posted March 25, 2004: The Financial Audit of the Oahu Metropolitan Planning Organization for fiscal year ending June 30, 2003 will be available for review by members of the public from April 1, 2004 to May 17, 2004.

·         Posted February 26, 2004: A Review Draft FY 2005 Overall Work Program is now available.

·         Posted February 20, 2004: Overall Work Program Amendments: W.E. 201.01-01 and W.E 201.30-03. Comments due March 20.


2003

1.      Project #3 of Recommendation No. 3, Kapolei Parkway from Renton Road to Kapolei Intermediate, should not be pursued at this time.  This road should not be built until after the North-South Road, Kapolei Parkway to H-1 (including a new interchange at H-1 Freeway) project is completed.

2.      Project #8 of Recommendation No. 3, Roosevelt Avenue to Kamokila Boulevard Connector Road, should be pursued.  The Kapolei community feels that this project would help alleviate the Ewa traffic.

The following organizations have changed their names:
Barber's Point Community Association has changed its name to Community Association Coalition of Oahu.
Kalaeloa Community Association has changed its name to Interagency Coordination Councils Organization


2002

NOTICE OF PUBLIC REVIEW PERIOD

Draft Amendment #2 to the FYs 2002-2004 TIP is available for public comment. The draft includes only State of Hawaii proposed projects for Oahu. Please submit your comments to OMPO by June 7, 2002.

It is anticipated that the OMPO Policy Committee will take action on Amendment #2 in June 2002. The meeting date has not yet been set.

Draft Amendment #3 to the FYs 2002-2004 TIP is available for public comment. The draft includes only City and County of Honolulu proposed projects. Please submit your comments to OMPO by June 7, 2002.

It is anticipated that the OMPO Policy Committee will take action on Amendment #3 after the Honolulu City Council votes on the City and County of Honolulu's proposed TIP projects in late June 2002. The OMPO Policy Committee meeting date has not yet been set.

It is an amendment to have the Department of Planning and Permitting reconcile the OMPO Traffic Analysis Zone (TAZ) boundaries with the revised 2000 census block boundaries (WORK ELEMENT 201.08-02).

Amendment #6 to the FYs 2000-2002 TIP was presented to the OMPO Policy Committee for their information at their meeting on September 7, 2001. Amendment #6 is an administrative amendment that advanced project S2, Nimitz Highway Rehabilitation, from FY 2002 to FY 2001, and programmed additional federal funds for the project.

The public comment review period for the Environmental Justice in the Oahu Metropolitan Planning Organization's Planning Process Report has ended. However, public testimony on the document will be accepted at the upcoming meeting of the Policy Committee on Friday, September 7, 2001 at 2:00 p.m. in the State Capitol room 211. It is anticipated that the Policy Committee will act on the report at this meeting.

Any person wishing to speak on a Policy Committee meeting agenda item may register by calling 587-2015 at least one hour prior to the meeting or by signing up anytime prior to the start of the meeting. Oral presentations are limited to one minute each; written documentation of the oral presentation is requested.

At its July 19, 2001 meeting, the OMPO Policy Committee approved Amendment #5 to the FYs 2000-2002 TIP.

TIP 2000-2002 Amendment #4

At its June 22, 2001 meeting, the OMPO Policy Committee approved Amendment #4 to the FYs 2000-2002 TIP. Amendment #4 was an administrative amendment which changed the funding source of project S50a, Waimea Bay Emergency Rockfall Remediation, from STP Flexible to emergency relief funds.

On April 6, 2001, the OMPO Policy Committee endorsed the TOP 2025. A list of projects, totaling $3.6 billion, were included in the plan.

The actual document of the TOP 2025 is in the final stages of refinement and will be available soon.

Amendment to FY 2002 OWP Proposed; Public Comment deadline extended

A new work element was proposed to be added to the FY 2002 OWP. It is to conduct a new transit survey. The deadline for comments on the FY 2002 OWP has been extended to April 30 in order for the public to review this new work element.

This work element will be placed on the April 5 City Council Transportation Committee Agenda. If passed out of committee, it will be placed on the April 25 City Council meeting agenda. The City Council will be asked to approve matching funds for the new FY 2002 work element.

Work element 203.44-01 of the FY 2001 OWP will be administratively amended. The amendment incorporates complementary work being done as part of a Transportation and Community and System Preservation Grant. It also changes the name of the work element to "Livable Waikiki" to reflect the expanded work.

APPROVED TIP 2000-2002 Amendment #3

At its October 23, 2000 meeting, the Policy Committee approved TIP 2000-2002 Amendment #3.

REVISED (10/20/2000) FY 2000-2002 TIP Proposed Amendment #3: Request for Comments

The funding categories for individual projects were revised in proposed Amendment #3 of the FYs 2000-2002 TIP in order to financially constrain the project listing. None of the projects were revised since the latest draft on October 18, 2000.

It is anticipated that the OMPO Policy Committee will act on this proposed amendment at its meeting on Monday, October 23, 2000 (1:30 p.m., State Capitol Room 309). If you would like to provide oral testimony at this meeting, please register by calling our office at 587-2015 at least one hour prior to the meeting, or by signing up prior to the start of the meeting. Written copies (original plus 13 copies) of your testimony are encouraged.

REVISED (10/17/2000) FY 2000-2002 TIP Proposed Amendment #3: Request for Comments

Proposed Amendment #3 of the FYs 2000-2002 TIP was revised on October 18, 2000 to incorporate funds for a ferry project that were appropriated in the FY 2001 U.S. Department of Transportation Appropriations Bill approved by Congress on October 6, 2000. A ferry project (S70) was programmed in FY 2001, with $3 million in federal funds and $750,000 in local funds.

The OMPO Technical Advisory Committee met on October 17, 2000 and recommended that the OMPO Policy Committee approve the proposed TIP amendment #3 with this addition.

REVISED (10/16/2000) FY 2000-2002 TIP Proposed Amendment #3: Request for Comments

Proposed Amendment #3 of the FYs 2000-2002 TIP was revised on October 16, 2000 to incorporate funds that were appropriated in the FY 2001 U.S. Department of Transportation Appropriations Bill approved by Congress on October 6, 2000.

Funding for project S52a (Kamehameha Highway Drainage Improvements, Vicinity of Kahuku Hospital) was revised as follows: $5 million in federal funds for the right-of-way, design, and construction phases were added to FY 2001. $2 million in federal funds for the construction phase in FY 2002 were deleted.

OMPO is soliciting comments on a proposed Amendment #3 to the FYs 2000-2002 Transportation Improvement Program (TIP). The FYs 2001 and 2002 components are not financially constrained in the current draft as a result of the p
