Posted July 20, 2007: The FYs 2008-2011 Transportation Improvement Program (TIP) was approved by the Policy Committee on July 17, 2007 and is available for download.

Posted on April 3, 2007 Table 1 of the public review draft of the ORTP 2030 Amendment #1 has been revised.

Posted on March 28, 2007: The public review draft of the Prioritized List of Eligible Oahu Proposals Requesting Transportation Enhancement Funds is available for download. Comments may be mailed, faxed, or emailed by April 30, 2007 to the OahuMPO office.

Posted on March 23, 2007: The Federal Highway Administration, Federal Transit Administration, and the OahuMPO will be conducting a public meeting to gather information about the OahuMPO transportation planning process. The meeting is scheduled for Wednesday, April 4, 2007 from 3:30 – 4:30 p.m. Written comments about the OahuMPO’s transportation planning process should be submitted directly to FHWA by April 2, 2007. Posted December 18, 2006 The OahuMPO's Policy Committee identified the City & County of Honolulu as the designated recipient of the Job Access and Reverse Commute (JARC) program and the New Freedom program funds for the Honolulu urbanized area on December 15, 2006. Comments on this action should be sent in writing no later than Friday, December 1, 2006.
Posted September 29, 2006 TheOahuMPO is soliciting comments on the OahuMPO Participation Plan (OPP). The OPP describes the procedures by which interested parties can participate in the transportation planning process. Comments on the OPP should be sent in writing no later than November 17, 2006.

Posted April 5, 2006: The Oahu Regional Transportation Plan for 2030 was approved by the OMPO Policy Committee on April 4, 2006. The approval includes a financial plan as well as editorial and specific changes to the project list: Addition of Project 34, 289 (Central Mauka Road) to the 2016-2030 time period and the inclusion of Project 507 (Piikoi-Pensacola Couplet Reversal) in the 2016-2030 time period. The final ORTP is expected to be a available for public distribution in the Summer of 2006.

Posted on June 12, 2003: Amendment #6 to the FYs 2002-2004 TIP was processed on June 9, 2003.

Posted on April 22, 2003: The CAC approved the CAC Recommendations to the Fiscal Years 2004-2006 Transportation Improvement Program (15 KB pdf file) at its April 16, 2003 meeting. At the April 17, 2003 Policy Committee meeting, the Policy Committee reviewed these recommendations and voted to transmit these recommendations to the State Department of Transportation and the City Department of Transportation Services along with the following comments from Policy Committee member, Senator Brian Kanno:

1. Project #3 of Recommendation No. 3, Kapolei Parkway from Renton Road to Kapolei Intermediate, should not be pursued at this time. This road should not be built until after the North-South Road, Kapolei Parkway to H-1 (including a new interchange at H-1 Freeway) project is completed.

2. Project #8 of Recommendation No. 3, Roosevelt Avenue to Kamokila Boulevard Connector Road, should be pursued. The Kapolei community feels that this project would help alleviate the Ewa traffic.

Approved Amendment #2
Amendment #2 to the FYs 2002-2004 TIP was approved by the OMPO Policy Committee on July 17, 2002. The Policy Committee approved the State of Hawaii project revisions on July 10, 2002, and approved the City and County of Honolulu project revisions at the continuation of their meeting on July 17, 2002.

Amendment #2 of the FYs 2002-2004 TIP has been revised to include the information from the previous drafts of Amendments #2 and 3. It is anticipated that the OMPO Policy Committee will act on the State projects at their meeting on July 10, 2002 (9:30 a.m. in the City Council Committee Room, #205). The meeting will be continued on July 17, 2002 (10:30 a.m. in the City Council Committee Room, #205), during which time the Policy Committee is expected to act on the City's proposed TIP projects.
OMPO is no longer working on an Amendment #3 at this time.

TIP 2002-04 Draft Amendment #2 has been revised to include only State of Hawaii proposed projects for Oahu. The projects in this draft are the same State projects that were in the May 28, 2002 draft of Amendment #2. It is anticipated that the OMPO Policy Committee will act on this amendment at their meeting on July 10, 2002.
TIP 2002-04 Draft Amendment #3 includes only City and County of Honolulu proposed projects. The projects in this draft are the same City projects that were in the May 28, 2002 draft of Amendment #2. The OMPO Policy Committee will act on Amendment #3 after the Honolulu City Council votes on the City's proposed TIP projects. The OMPO Policy Committee meeting date has not yet been set.

The OMPO Policy Committee will now act on both the State and City projects after the Honolulu City Council votes on the City's proposed TIP projects. NOTICE OF PUBLIC REVIEW PERIOD

TIP 2002-04 Amendment #2

Draft Amendment #2 to the FYs 2002-2004 TIP is available for public comment. The draft includes only State of Hawaii proposed projects for Oahu. Please submit your comments to OMPO by June 7, 2002.

It is anticipated that the OMPO Policy Committee will take action on Amendment #2 in June 2002. The meeting date has not yet been set.

TIP 2002-04 Amendment #3

Draft Amendment #3 to the FYs 2002-2004 TIP is available for public comment. The draft includes only City and County of Honolulu proposed projects. Please submit your comments to OMPO by June 7, 2002.

It is anticipated that the OMPO Policy Committee will take action on Amendment #3 after the Honolulu City Council votes on the City and County of Honolulu's proposed TIP projects in late June 2002. The OMPO Policy Committee meeting date has not yet been set.

OMPO is planning to place an amendment to the FY 2002 Overall Work Program (OWP) on the agenda for the next PC meeting (late September or early October). The deadline for comments is September 26, 2001.

It is an amendment to have the Department of Planning and Permitting reconcile the OMPO Traffic Analysis Zone (TAZ) boundaries with the revised 2000 census block boundaries (WORK ELEMENT 201.08-02).

Amendment #6 to the FYs 2000-2002 TIP was presented to the OMPO Policy Committee for their information at their meeting on September 7, 2001. Amendment #6 is an administrative amendment that advanced project S2, Nimitz Highway Rehabilitation, from FY 2002 to FY 2001, and programmed additional federal funds for the project.

The public comment review period for the Environmental Justice in the Oahu Metropolitan Planning Organization's Planning Process Report has ended. However, public testimony on the document will be accepted at the upcoming meeting of the Policy Committee on Friday, September 7, 2001 at 2:00 p.m. in the State Capitol room 211. It is anticipated that the Policy Committee will act on the report at this meeting.

TIP 2000-2002 Amendment #4

At its June 22, 2001 meeting, the OMPO Policy Committee approved Amendment #4 to the FYs 2000-2002 TIP. Amendment #4 was an administrative amendment which changed the funding source of project S50a, Waimea Bay Emergency Rockfall Remediation, from STP Flexible to emergency relief funds.

On April 6, 2001, the OMPO Policy Committee endorsed the TOP 2025. A list of projects, totaling $3.6 billion, were included in the plan.

Amendment to FY 2002 OWP Proposed; Public Comment deadline extended

A new work element was proposed to be added to the FY 2002 OWP. It is to conduct a new transit survey. The deadline for comments on the FY 2002 OWP has been extended to April 30 in order for the public to review this new work element.

This work element will be placed on the April 5 City Council Transportation Committee Agenda. If passed out of committee, it will be placed on the April 25 City Council meeting agenda. The City Council will be asked to approve matching funds for the new FY 2002 work element.

Work element 203.44-01 of the FY 2001 OWP will be administratively amended. The amendment incorporates complementary work being done as part of a Transportation and Community and System Preservation Grant. It also changes the name of the work element to "Livable Waikiki" to reflect the expanded work.

REVISED (10/20/2000) FY 2000-2002 TIP Proposed Amendment #3: Request for Comments

The funding categories for individual projects were revised in proposed Amendment #3 of the FYs 2000-2002 TIP in order to financially constrain the project listing. None of the projects were revised since the latest draft on October 18, 2000.

It is anticipated that the OMPO Policy Committee will act on this proposed amendment at its meeting on Monday, October 23, 2000 (1:30 p.m., State Capitol Room 309). If you would like to provide oral testimony at this meeting, please register by calling our office at 587-2015 at least one hour prior to the meeting, or by signing up prior to the start of the meeting. Written copies (original plus 13 copies) of your testimony are encouraged.

REVISED (10/17/2000) FY 2000-2002 TIP Proposed Amendment #3: Request for Comments

Proposed Amendment #3 of the FYs 2000-2002 TIP was revised on October 18, 2000 to incorporate funds for a ferry project that were appropriated in the FY 2001 U.S. Department of Transportation Appropriations Bill approved by Congress on October 6, 2000. A ferry project (S70) was programmed in FY 2001, with $3 million in federal funds and $750,000 in local funds.

The OMPO Technical Advisory Committee met on October 17, 2000 and recommended that the OMPO Policy Committee approve the proposed TIP amendment #3 with this addition.

REVISED (10/16/2000) FY 2000-2002 TIP Proposed Amendment #3: Request for Comments

Proposed Amendment #3 of the FYs 2000-2002 TIP was revised on October 16, 2000 to incorporate funds that were appropriated in the FY 2001 U.S. Department of Transportation Appropriations Bill approved by Congress on October 6, 2000.

Funding for project S52a (Kamehameha Highway Drainage Improvements, Vicinity of Kahuku Hospital) was revised as follows: $5 million in federal funds for the right-of-way, design, and construction phases were added to FY 2001. $2 million in federal funds for the construction phase in FY 2002 were deleted.

Proposed Amendment #3 to the FYs 2000-2002 TIP that was posted on this web page on Friday, October 6, 2000, and dated October 5, 2000, has been revised on October 10, 2000

The revised draft (10/10/00) includes additional information in the far right column as to the changes between this proposed amendment and the approved TIP dated October 25, 1999.

In addition, projects that have been revised since the draft amendment dated October 5, 2000 are highlighted. These projects include:

S37: Kamehameha Highway Resurfacing/Rehabilitation, Vicinity of Crouching Lion Inn to Waiahole Bridge - Construction funds were not reflected in the previous draft, but have been included in this one in the FY 2002 element using local funds.
S58: Mokapu Saddle Road/Mokapu Boulevard Resurfacing/Rehabilitation, Vicinity of Kalaheo Avenue to Mikiola Street - This project was included in the original TIP that was approved in October 1999, but was deleted in the previous draft of Amendment #3. Construction funds for the project have been added to this draft in the FY 2002 element using local funds.
S64: Pier 19 Ferry and Passenger Ship Terminal - Funds for this project were obligated in FY 2000. Funds programmed in the FY 2001 element of the previous draft were included in the FY 2000 element of this draft.
