The Oahu Metropolitan Planning Organization (OahuMPO) is soliciting comments on Amendment #1 to the Oahu Regional Transportation Plan (ORTP) 2030. Comments on Amendment #1 are being accepted until Monday, April 30, 2007 . A Comment Sheet or the on-line survey may be used to submit comments on ORTP Amendment #1. Amendment #1 proposes the following:
·
Modify the description and associated cost of Project #31, “Rail Transit, Kapolei to Manoa/Waikiki” to a “Fixed Guideway, East Kapolei to Ala Moana”, such that it is consistent with the City Council adopted Minimum Operable Segment (MOS) identified in Resolution 07-039, FD1(C).
·
Amend the ORTP 2030 Financial Plan to include more than $1 billion in additional firmly-established revenues to ensure that the ORTP 2030 remains financially-constrained; and
·
Add the remainder of the City Council approved Locally Preferred Alternative to the Illustrative Project List [i.e., 1) Fixed Guideway, West Kapolei to East Kapolei and 2) Fixed Guideway, Ala Moana to Manoa/Waikiki].
Amendment #1 consists of the following materials:

Table 1: ORTP 2030 Project List– identifies the projects that are being modified as part of Amendment #1 in both the Mid-Range Plan (2006-2015) and the Long-Range Plan (2016-2030). Revisions to order-of-magnitude cost estimates are included for Projects #31, 32, 33, and 34. (Table revised April 3, 2007.)

Table 2: ORTP 2030 Illustrative Project List – identifies the projects being added to the illustrative project list. Note that illustrative projects are those projects that are considered high-priority for inclusion into the regional transportation plan, should additional, firmly-established funding revenue sources become available.

Table 3: Revenue Estimate Summary - Traditional Revenue Sources– identifies the Federal, State, and City revenues expected to be available in the twenty-five year time period of the ORTP.

Table 4: Estimated Revenue Versus Cost Summary – essentially, the “financial plan” of the ORTP 2030, illustrates the balance between forecast revenues and estimated costs.

Figure 16: ORTP 2030 Project Location Map – identifies the locations of all of the projects included in the ORTP 2030.
Anticipated timeline:

April 18, 2007: A presentation about the financial and technical performance results of the MOS identified in Amendment #1 will be made to the OahuMPO Citizen Advisory Committee.

May 4, 2007: The OahuMPO Policy Committee is expected to take action on Amendment #1. Public comments received will be summarized and provided to Policy Committee members for their consideration in decision-making. Details about the meeting:

The project modifications and cost estimates have
been incorporated into a Revised List
of Draft ORTP Projects. This list incorporates the project
modifications previously posted with the projects in the Draft ORTP
2030, essentially replacing the project list on pages 12 through 15 of
the Draft ORTP 2030. this list is a financially constrained list and
includes all modifications to projects previously posted and updated
cost estimates. Information on the financial constraint of the Draft
ORTP 2030 has also been updated.
Illustrative projects are those for which a need has
been demonstrated and which should be considered as high priority for
inclusion in the regional transportation plan should additional funds
become available. An illustrative
list of projects is available.
Development of the ORTP 2030 in April 2004. Guided
by a comprehensive technical analysis and community input received
through public meetings, telephone surveys, questionnaires, and
interviews the Draft ORTP 2030 was presented at an island-wide
community meeting on February 15, 2006.
As a result of the comments received as well as the
results from the Transportation
Projects home telephone survey, modifications to some of the
projects in the Draft 2030 have been made. To comment on the project

The purpose of this
meeting is to receive public comment on the draft 2030 ORTP. The meeting will
start at 4:30 p.m. with an open house, where information about the
projects and the plan will be available for review. Two identical presentations will be
made, the first at 5:15 p.m. and the second at 7:00 p.m. There will be time for public comment
and questions after each presentation.
Comments on the plan
are due on Wednesday, March 15, 2006.
The list of
projects is under consideration for inclusion into the 2030 ORTP by the
OahuMPO Policy Committee and it is anticipated that the OahuMPO Policy
Committee will act to endorse the 2030 ORTP in lat March or April
2006. A summary of the public
comments received will be provided to the OahuMPO Policy committee for
their review and consideration.
In addition to ORTP meetings, the OahuMPO has three standing
committees, Policy Committee, Citizen Advisory Committee (CAC), and Technical
Advisory Committee (TAC), that provide guidance to all OahuMPO planning
activities including development of the updated ORTP. Notices for
upcoming OahuMPO committee meetings and meeting minutes for past meetings
can be viewed on the OahuMPO Homepage.

Call for Transportation Projects Completed

The call for transportation projects for the 2030
ORTP ended on March 1, 2005. The OahuMPO received over 100 proposals during
the public comment period, which began on January 14, 2005.

Proposed projects should meet the following criteria:
- Located on Oahu
- Regional in nature
(new traffic signals and local improvements are not
regional)
- Surface
transportation-related
Transportation projects that you think would benefit
Oahu may be submitted by filling out the Proposal Form and returning it
to the OahuMPO. Please fill out the Proposal Form as completely as possible;
use one form for each project. Project proposals will be considered for
inclusion in the 2030 ORTP. Forms may be faxed, mailed, e-mailed, or
hand-delivered by March 1,

The list of Baseline
Projects (PDF, 9K) for the 2030 ORTP was endorsed by the Policy Committee
on December 16, 2004.
A home telephone survey was conducted in September
2004 among Oahu residents to gage public opinion regarding Oahu
transportation issues such as rail and Bus Rapid Transit. The
results of the Transportation
Issues Survey (PDF, 469K) are now available.
The 2030
ORTP Goals and Objectives (PDF, 13K) were endorsed by the Policy
Committee on October 22, 2004.
The 2030 ORTP Community Outreach Program (PDF, 34K) was finalized
on September 2, 2004 and is being implemented.
The draft goals and objectives were developed based
on a review of goals and objectives from previous iterations of the ORTP,
the Hawaii Statewide Transportation Plan, the General Plan for the City
and County of Honolulu, and sustainable community and development plans
for various areas of Oahu.
The goals and objectives were presented to the OahuMPO
CAC at its September 15, 2004 meeting, and will be presented to the
OahuMPO Policy Committee meeting at its next meeting (likely to be
scheduled in October or November 2004). The goals and objectives will
be finalized thereafter.

The Community Outreach Program has been finalized.
Implementation of the COP has begun.
The Community Outreach Program (COP) is the public
outreach and involvement plan for the ORTP. The COP is guided by the
following three goals:
1.
Obtain public input to advise the decision-makers
2.
Foster public participation and involvement
3.
Maintain a reasonable budget
The draft COP was presented to the OahuMPO CAC at its
August 18, 2004 meeting, will be presented to the OahuMPO Policy Committee
at its meeting on September 2, 2004, and will be finalized thereafter.
