What is the Oahu Regional Transportation Plan?

Photo of busThe Oahu Regional Transportation Plan (ORTP) serves as a guide for the development of the major surface transportation facilities and programs on Oahu. Based upon projected transportation needs, financial resources, and community input, the plan identifies short-range and long-range strategies and actions to promote the development of an integrated intermodal surface transportation system that facilitates the safe, efficient, and economic movement of people and goods.

Purpose

The ORTP is a long-term vision document that outlines transportation goals, objectives, and policies for Oahu. The document also identifies specific highway and transit projects that are designed to improve safety, reduce congestion, and increase mobility for Oahu's residents and visitors.

This regional planning document is required by a number of state and federal mandates and requirements which include the Transportation Equity Act for the 21st Century ("TEA 21"). These requirements are mandated by the Federal Department of Transportation as a means of verifying the eligibility of metropolitan areas for Federal funds earmarked for surface transportation systems. In accordance with Federal requirements, the Oahu Metropolitan Planning Organization (OahuMPO) revises the ORTP every five years. The ORTP 2030 was endorsed by the OahuMPO Policy Committee in April 2006. The update reflects population, housing, employment, environmental, land-use forecasts and technology changes.

Recognizing that the ORTP is a blueprint for identifying the development of future transportation improvements on Oahu, it should be noted, however, that the inclusion of a project into this plan does not guarantee its construction. Rather, it allows a project to begin a series of more detailed evaluations and to be eligible for federal funding. During these more detailed evaluations, a project could be postponed or terminated for any number of reasons, such as environmental impact, cost, or lack of public support.
