Notifying the Public of Rights Under Title VI

The Oahu Metropolitan Planning Organization (OahuMPO) operates its programs and services without regard to race, color, or national origin in accordance with Title VI of the Civil Rights Act of 1964. The OahuMPO also considers the needs of minority and low-income populations in its planning and decision-making processes.

Any person who believes they have been subjected to discrimination under Title VI may file a complaint with the OahuMPO.

Title VI Investigation and Complaint Procedures

The OahuMPO complies with applicable Title VI requirements and regularly monitors its plans and programs for compliance. Any person who believes they have been subjected to discrimination based on race, color, or national origin may file a Title VI complaint by completing and submitting a Title VI Complaint Form (PDF). A complaint may also be filed by a representative on behalf of such a person.

The OahuMPO follows the Title VI investigation and complaint procedures developed by the State of Hawaii Department of Transportation. Please refer to the Hawaii Department of Transportation Office of Civil Rights for additional information regarding nondiscrimination obligations and complaint procedures.

Once a completed complaint form is received, the OahuMPO will review it to determine if it is complete and within our jurisdiction. Within ten (10) working days of receiving a complaint, the OahuMPO will notify the complainant in writing whether the complaint will be investigated and the anticipated timeframe for completion.

Minority and Low-Income Population Analysis

The OahuMPO evaluates minority and low-income populations to support compliance with Title VI and to inform equitable transportation planning decisions. This analysis helps assess how transportation investments are distributed and whether there are disproportionate impacts on specific populations.

Definitions

Minority populations include persons who identify as Black, Hispanic or Latino, Asian American, American Indian or Alaska Native, Native Hawaiian or Other Pacific Islander, or other non-White populations.

Low-income populations are defined as households below the federal poverty level.

Data were derived from the 2020 Decennial Census and the 2021 American Community Survey.

How This Analysis Is Used

The OahuMPO uses minority and low-income population data to:

  • Evaluate the distribution of transportation investments
  • Identify potential disproportionate impacts
  • Support inclusive planning and public engagement
  • Inform decision-making in long-range plans and programs
  • Ensure compliance with federal Title VI requirements

The OahuMPO evaluates the distribution of transportation investments across minority and low-income populations as part of its planning processes. Detailed financial analyses are included in the Transportation Improvement Program (TIP) and Oahu Regional Transportation Plan (ORTP), which are updated regularly.
