CAC Bylaws Update

To improve continuity and reduce administrative burdens, the bylaws governing the Citizen Advisory Committee’s (CAC) election process and leadership terms have been updated by the Policy Board. 

January Discussion: Identifying the Need for Change 
At the January meeting, CAC members discussed concerns about term limits and the frequency of elections for the Chair and Vice Chair positions. As a voluntary committee, it has been challenging to find members willing to take on these leadership roles under strict time limits. Additionally, holding elections annually added administrative work for both the CAC and OahuMPO staff. 

February Resolution & Policy Board Approval 
In February, the Committee reviewed and approved a resolution to submit to the OahuMPO Policy Board, proposing a shift to a biennial election cycle—aligning with the Technical Advisory Committee (TAC) and the Policy Board itself. The proposal also recommended removing term limits and time restrictions for the Chair and Vice Chair to allow for more flexibility and continuity in leadership. Later that month, the Policy Board reviewed the request. With no questions or concerns raised, the Board approved the proposed bylaw changes. 

What This Means Moving Forward 
With this change, the CAC will now hold elections every two years, ensuring a democratic process while providing stability and reducing administrative effort. Previous Chairs and Vice Chairs will not be restricted from running again, allowing experienced members to continue serving if elected by their peers. 

These updates reflect the CAC’s commitment to effective and sustainable leadership while ensuring the election process remains transparent and fair. The next election under the new bylaws will take place in March 2024, and then commence in January of every even numbered year.
