Policy Board Adopts the ORTP 2050

The Oahu Metropolitan Planning Organization (Oahu MPO) Policy Board adopted the Oʻahu Regional Transportation Plan 2050 (ORTP 2050) on March 30, 2026. The plan establishes a long-range, federally required framework to guide transportation planning and investment on Oahu through 2050.

The ORTP 2050 identifies priority projects and strategies to support a safe, efficient, and resilient transportation system on Oahu. The plan addresses key regional needs, including system reliability, multimodal accessibility, and climate considerations, and is based on a performance-driven and fiscally constrained approach.

“The adoption of the ORTP 2050 is a major milestone for Oahu, reflecting years of coordination to advance a multimodal transportation system that emphasizes safety and active transportation, consistent with community input and commitments such as the Navahine Settlement and Vision Zero,” said Mark Garrity, Executive Director of the OahuMPO.

The plan was developed through coordination with federal, state, and local agencies, as well as public and stakeholder engagement. It supports a multimodal transportation network, including roadway, transit, bicycle, and pedestrian facilities.

“This plan establishes a clear framework to guide transportation investments that support safety, system reliability, and long-term infrastructure needs across Central Oahu communities,” said Councilmember Val Aquino Okimoto, Chair of the OahuMPO Policy Board.

The ORTP 2050 considers federal, state, and local funding that can be reasonably anticipated over the life of the plan, which ensures projects are implementable within available resources.

“The plan advances efforts to improve transportation access and connectivity for communities on the Leeward Coast,” said House Representative Darius K. Kila, Vice Chair of the OahuMPO Policy Board.
