On June 29, 2026, the OahuMPO Policy Board approved the updated Title VI Implementation Plan (PDF).
This plan is a combined document designed to meet Federal Transit Administration (FTA) and Federal Highway Association (FHWA) requirements and is guided by 23 CFR 200 for FHWA requirements and FTA Circular C 4702.1B for FTA requirements.
The Implementation Plan explains how the OahuMPO ensures its transportation planning work is free from discrimination and provides equitable access for all communities. It outlines policies, procedures, monitoring, and reporting requirements that keep OahuMPO in compliance with federal civil rights laws. The plan was completed in close consultation with the State of Hawai`i Department of Transportation (HDOT) Civil Rights Office which has oversight over OahuMPO on Title VI program implementation.
