The primary objective is to develop a Transportation Demand Management (TDM) Plan for the City and County of Honolulu that will develop targets, strategies, and evaluation measures to reduce vehicle miles traveled (VMT) and reduce single-occupancy vehicle (SOV) mode share. The TDM Plan will reduce vehicle miles traveled and increase walking, bicycling, rideshare and transit use. It will help achieve the City’s transportation, environmental, economic, health and equity goals.
